1. Introduction
The programme mainly consists of a project exhibition under the theme “Smart City”, supplemented by a series of events for students, including induction trips (partially subsidised) to “Smart City”, day camps, study trips outside Hong Kong and summer camps on STEM Education, as well as seminars and workshops for both teachers and students. All primary and secondary schools of Hong Kong will be invited to nominate student teams to join the programme to prepare STEM-related projects on “Smart City” . For details of “Smart City”, schools can refer to the following website of the Office of the Government Chief Information Officer : https://www.smartcity.gov.hk.
2. Objectives
The programme aims at facilitating students:
- to understand the development of Smart City is to address urban challenges, to enhance the effectiveness of city management, and to improve people’s quality of living as well as Hong Kong’s sustainability, efficiency and safety;
- to further develop the knowledge and skills acquired from “STEM Education”, “IT in Education”, as well as the study of “Climate Change”, “Biodiversity” and “Healthy Lifestyle” through this programme;
- to integrate and apply the afore-mentioned knowledge and skills to suggest innovative ways to realise the ideas of Smart City in the development of their home, school, community and city environment, and
- to develop positive values and attitudes, including humanistic spirit and values related to science, technology, and innovation.

4. Main themes of the project
- Schools should prepare projects for the exhibition based on, but not limited to, the following themes:
- Primary – “Smart Living”
- Junior Secondary – “Smart Environment”
- Senior Secondary – “Smart Hong Kong for Tomorrow”
- The exhibits for all categories should include STEM-related elements.
5. Details of the programme
A. Content
- The project should involve an enquiry study on how the ideas of Smart City can be implemented at home, school, community or city level. It should include a proposal on how to respond to a daily-life issue via the development of “Smart Living”, “Smart Environment”, or “Smart Hong Kong for tomorrow”.
- The project for final submission should contain concrete suggestions on how the proposal can be implemented. This proposal can be presented in the form of workable products, prototypes, models, video, computer presentation, or equivalent.
B. First-round selection of projects
- Interested schools need to complete the application form (Annex 2 or 3) and submit it with a preliminary project proposal (Annex 4) on or before 28 January 2019 (Monday).
- The proposal should not be more than 1 A-4 sheet and should contain the theme, the title and a brief introduction of the project.
- Schools will be informed of the first-round selection results on or before 18 February 2019 (Monday).
- Students of the selected teams will be invited to join a 1-full day Smart City Induction Trip1 (partially subsidised), a STEM Education Day Camp2, and other training programmes3 to be held between March and May 2019.
C. Second-round selection of projects
- Teams entering the second round will be required to submit on or before 6 May 2019 (Monday) a detailed report of its project study that should include:
- the objectives and the scope of the study,
- method(s) used in the study, and
- a brief description of how the suggested proposal is to be implemented.
- The report should demonstrate how the final product works. The report can be presented in a variety of formats including, but not limited to, written report, computer presentation, video (in the format of MPEG-4), end product, prototype or software programme. Reports in digital format should be stored in suitable mobile device (USB drive is preferable) for submission. The length of the project would be comparable to the maximum time an adjudicator spent on studying each project. The time will be:
- 10 minutes for the ‘Primary’ category;
- 15 minutes for the ‘Junior Secondary’ and ‘Senior Secondary’ categories.
- All teams that can submit their project reports by the deadline will be awarded “Certificate of Appreciation”.
- A panel of adjudicators will select 5 outstanding projects in each category to receive the “Outstanding Smart City Project Award”. Also, 5 other projects will be awarded as “commendable” projects.
D. Project Exhibition, Study Trips and Summer Camps
- Teams with “commendable” and “outstanding” projects will be invited to join the project exhibition scheduled to be held in late June 2019.
- Teams of the “outstanding” projects (including students and teachers) will be invited to join the Smart City Study Trips outside Hong Kong.
- Teams with “commendable” projects will be each awarded HK$3,000 book coupons.
- The EDB will invite teams with “commendable” and “outstanding” projects to join the STEM Summer Camp which aims to provide further training opportunities for students who are interested and talented in STEM innovations.
6. Rules and regulations
- The project must be designed and completed by a team of FOUR students. Each student can participate in one team only. Each school can nominate a maximum of FOUR teams of students to participate in the programme.
- Participating schools will be responsible for the production costs of the project. Cost limit of each project is HK$5,000.
- The project report can be written either in English or Chinese. For verbal version, Cantonese, English or Putonghua can be used.
- The design of all projects must be original and should not infringe on the copyright of any third parties. All sources of information quoted in writing must be explicitly acknowledged. The EDB accepts no legal responsibility whatsoever in respect of any copyright issues.
- The Adjudication Panel has complete discretion in relation to all matters concerning scores and award. In all aspects, the Panel shall be the final arbiter.

2 The STEM Education Day Camp comprises of 1 full-day activities to be held on Saturday / Sunday or during school holidays in Hong Kong. The camp aims at developing students’ basic research and enquiry skills for scientific investigation.
3 A series of seminars and workshops on “Smart City” will be organised by EDB in collaboration with other government departments, local universities, NGOs, etc. These knowledge enrichment training will be offered in parallel with the training programmes offered by EDB on STEM Education and IT Education. Teachers and students joining this Programme will be given priority to join these events.
